Objective
To provide the user (teacher) with an option to create and manage tags in the forum.
Success metrics

New tag | On click/tap <Manage tag>, a pop-up will open to create a tag. You enter the tag name and select a color. |
You can Edit/Delete created tags. | Edit: On click/tap the pencil icon allows you to change the color and name of the selected tag. Delete: On click/tap the trash can icon allows you to delete the tag. |
Save the new tag/changes made. | When creating a new tag/updating an existing one, you should click/tap on the <Save> option. |
Assumptions
The teacher creates the tags for better organization of the tags.
